It is only a few days back since President Gloria Arroyo divulged her plan into the public. She intends to run for Congresswomen for the 2nd district of Pampanga. Finally today, the deadline of filing of COC (Certificate of Candidacy), she did it. Together with the First Gentlemen, her son Mikey, other Presidential Staff and supporters, she filed her COC with the Comelec (Commission on Elections), Pampanga. It is for the first time in the political history of the Philippines that the outgoing president will run for a lower position in the government service.
Taking into consideration our Constitution, it says that the "A person who has held the office of President is absolutely disqualified for any reelection." (Article VII Section 4 of the 1987 Philippine Constitution.) . Ex-President Earp Estrada made a comment regarding this and do not consider the validity of the filing of COC of President Arroyo. So, let us all wait and see for the decision of the Comelec.
